The Federal Bureau of Investigation intends to award a sole-source, firm-fixed-price Blanket Purchase Agreement to Promega Corporation for the procurement of specialized forensic consumables, including DNA amplification systems, reagents, control standards, and laboratory equipment parts. These items, such as the PowerPlex Y23 and Fusion 6C systems, SwabSolution and PunchSolution kits, Spectrum polymer and buffer components, and associated calibration and control materials, are exclusively manufactured and distributed by Promega, with no other U.S. sources available. The contract includes an initial term with four optional years, ensuring long-term supply continuity for forensic operations based in Quantico, Virginia. The FBI has determined that competition is not feasible due to the proprietary nature and technical specificity of these products, and no competitive bidding will be conducted unless a capable vendor demonstrates otherwise by submitting a detailed capability statement. Responses to this notice must be submitted no later than 5:00 PM ET on May 15, 2026, to Contracting Officer Adelle Bolton at albolton@fbi.gov and must include clear, convincing evidence that competition would benefit the government, along with the vendor’s Unique Entity ID and business size classification. Only vendors registered in SAM.gov with current and accurate information—including Tax Identification Number, Electronic Funds Transfer details, and contact data—are eligible for award. The FBI will not reimburse any costs associated with preparing submissions, and no phone inquiries will be accepted. All submissions must also demonstrate the ability to provide OEM-authorized service for the Concoa manifold rebuild if applicable, and the government retains full discretion to proceed with the sole-source award regardless of responses received.

Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation is seeking a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity contract for the design, engineering, manufacturing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailers and compatible Class 4 prime hauler vehicles designed to support command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article to establish a configuration baseline before proceeding to full-scale production. The government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a contract period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000. Award will be based on best value, with non-price factors weighted significantly more than price. Technical evaluation focuses on the proposed concept, engineering feasibility, and production capability, with a mandatory pass/fail requirement for ISO 9001 certification. The contractor is responsible for comprehensive lifecycle support, including integration of government-furnished equipment, technical documentation, and warranty administration. All deliverables must meet strict technical specifications and be verified through a Master Requirements Traceability Matrix. Administrative requirements include electronic invoicing via the Invoice Processing Platform and the protection of controlled unclassified information. Proposals must be submitted in four distinct volumes, adhering to strict page limits and native Excel format requirements for pricing and traceability matrices.
