The United States Department of the Naval Medical Research Command is proceeding with a sole-source acquisition from Meso Scale Discovery of Rockville, MD, for a suite of proprietary assay kits and reagents required for ultrasensitive biomarker detection in tissue samples. This procurement, conducted under FAR Part 12 as a commercial item acquisition, is justified under FAR 6.302-1 due to the unique and irreplaceable nature of Meso Scale Discovery’s S-Plex technology, which operates exclusively on the government’s existing MESO QuickPlex SQ 120MM detection platform. The requirement includes nine single-plex kits targeting key neurotrauma and inflammatory biomarkers such as TNF-β, IL-1β, GFAP, Tau (pT217), and IL-6, as well as two multiplex panels for proinflammatory and neurological markers, along with specialized diluents and lysis buffers. All items are specified by exact catalog numbers, and no substitutions are permitted due to the proprietary nature of the technology and the department’s institutional investment in operator training and system integration. The solicitation number is 1301364819, with responses due by May 14, 2026, and performance to be delivered to Silver Spring, Maryland. Participation is restricted to vendors registered in the Systems for Award Management with an active Unique Entity Identifier, and no competitive process is permitted under the sole-source justification cited under 10 U.S.C. 2304(c)(1). While pricing details are not disclosed, the contract includes separate line items for shipping and handling, and no contract options, extensions, or additional task orders are authorized. The acquisition relies entirely on the technical exclusivity of Meso Scale Discovery’s products and the prior training and infrastructure established by the government’s Neurotrauma Department.
