Prop 47 Cohort 5 Grant: Programming Services

Tuolumne County is seeking qualified non-profit Community Based Organizations (CBOs) to deliver structured substance use recovery programming and support services under the Proposition 47 Cohort 5 Grant initiative, aimed at reducing recidivism and improving outcomes for justice-involved individuals with substance use and co-occurring mental health disorders. The contract requires comprehensive services including case management, risk and needs assessments, outpatient substance use disorder treatment, employment and education support, community navigation, and access to residential treatment and medication-assisted treatment, all delivered in non-custodial, community-based settings. Providers must implement evidence-based practices such as cognitive behavioral therapy, relapse prevention, and trauma-informed care, while maintaining compliance with BSCC reporting standards and utilizing a mandated data template for participant tracking. All services must be coordinated with Probation, Behavioral Health, the Superior Court, and other community partners to ensure a collaborative system of care that builds recovery capital and addresses criminogenic risk factors. Proposers must be non-profit CBOs with demonstrable experience serving justice-involved populations and must submit a complete proposal including a detailed budget and narrative, organizational credentials, key staff bios with licenses and certifications, and at least three references from the past five years. The evaluation is weighted 30% for reasonable cost of service, 25% for service delivery methodology, 20% for qualifications, and 25% for proposal completeness, which serves as a mandatory pass/fail gate. Contracts are reimbursement-based and subject to bi-weekly Multi-Disciplinary Team approvals, with payment contingent on timely and accurate documentation. The contract term extends through June 30, 2029, with renewals contingent upon adequate funding, demonstrated program success, continued county need, and contractor flexibility. Providers must carry commercial general liability insurance of at least $2 million per occurrence, auto liability of $1 million per accident, and workers’ compensation with employer’s liability at $1 million per accident, with the County named as an additional insured on primary, non-contributory policies. All data must be secured and shared in compliance with HIPAA and 42 CFR Part 2, and contractors must indemnify the County against liabilities arising from their performance except for the County’s sole negligence or willful misconduct.
