The City of North Bay is seeking quotes for RFQ 2026-102 to obtain remedial property services aimed at bringing non-compliant private and city properties into alignment with the Property Standards and Clean Yards By-law. Under the direction of a Municipal Law Enforcement Officer, the selected contractor will provide as-needed services including litter and debris removal, lawn and vegetation maintenance, graffiti removal, and structural repairs such as building board-ups and fence construction. The contract is for an initial three-year term starting November 1, 2026, with an option for the City to extend for an additional two years. A critical requirement of the contract is the ability to provide emergency same-day responses for public safety issues, requiring contact within one hour and on-site attendance within two hours. To qualify, respondents must have at least three years of experience providing similar services and must submit their quotations electronically by October 9, 2026. The evaluation process consists of three stages: a review of mandatory submission requirements, a technical requirements assessment, and a pricing evaluation. The contract will be awarded to the top-ranked compliant respondent based on price, with ties decided by a coin toss. Payment will be processed via Electronic Funds Transfer, and the successful vendor must provide a valid Workplace Safety and Insurance Board Clearance before commencing work. All pricing must be in Canadian funds, and any material costs exceeding 2,000 dollars require prior approval from the City.
