The Department of Commerce, through NOAA, is preparing to issue multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts under the Professional and Technical (ProTech) Services for the Enterprise Operations Domain. This acquisition, designated under solicitation number ST-1330-18-RP-0007, supports the administrative and general management consulting needs of NOAA’s various Staff and Line Offices. The contracts will be awarded under NAICS code 541611, with a small business size standard of $15 million, and the overall ProTech suite has a ceiling of $3 billion across five domains including Enterprise Operations. NOAA’s mission aims to provide business solutions aligned with scientific knowledge, service communication, and stewardship priorities, with the Enterprise Operations Domain focused on fulfilling these goals via collaborative industry partnerships. The pre-solicitation process has involved comprehensive industry engagement, including multiple rounds of Q&A and updates since early 2017, with the draft RFP originally anticipated in mid-2017 and the final RFP expected in early FY18, although delays have pushed the timeline. Notably, several services—Property Management, Real Property and Analytical Services, Facilities Management, and Human Capital Management—were removed from this solicitation and will be handled through other acquisition vehicles. The Government encourages industry participation and has provided points of contact for inquiries and vendor engagement. Importantly, this announcement is for planning purposes only; NOAA is not currently soliciting proposals nor committed to contract awards, with the expectation to issue a manageable number of contracts that best serve Government interests.

Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC). The ceiling dollar amount for all orders under all ProTech Domains is $3,000,000,000. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time.
