INTENT TO SOLE SOURCE John P. Goodloe, Sr., SS-AFRH-19-043 The Bureau of the Fiscal Service (FS), on behalf of the Armed Forces Retirement Home (AFRH) Washington, DC Campus, intends to make award to John P. Goodloe Sr., on a sole source basis under FAR Authority 16.505(b)(2)(i)(B), for Protestant Chaplain Services. Currently, Chaplain Goodloe serves as the incumbent Chaplain. John Goodloe has provided pastoral/chaplain services for the residents of AFRH for over 15 years. The residents of the AFRH face many challenges physically and emotional as they transition through the retirement stage of life. Mr. Goodloe has developed unique and confidential trust relationships as he has cared for the residents of AFRH. This relationship extends beyond the resident's as family and friends have also entered into the ministry provided by Chaplain Goodloe. It is logical that Chaplain Goodloe continue to care for the resident's spiritual and emotional requirement's. As an incumbent Chaplain he cannot provide historical information on the resident's emotional and well-being to a successor Chaplain as they are confidential to the spiritual advisor. The unique relationships have been developed over time and cannot be replaced without hardship to the resident's, many of whom are suffering with mentally incapacitating physical needs that require a stable counselor and trusted friend. The AFRH has determined that there is no other source at this time that can provide for the unique needs associated with each resident's confidential spiritual needs, as can be provided by John Goodloe. NO SOLICITATION IS AVAILABLE. This synopsis is for information purposes only. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. FS will consider written responses received no later than 10:00 am ET 31 July 2019. Responses must be submitted electronically to purchasing@fiscal.treasury.gov Attn: DH/ PW. Responses must include sufficient evidence that clearly shows the vendor the capability to meet all Chaplain/Pastoral services provided by Chaplain Goodloe to minister to the resident's of the ARFH. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, FS shall make award on a sole source basis to John P. Goodloe, Sr. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. A narrative description of how your Data license meets all of the characteristics of the Bloomberg Data Licenses. 3. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
