DFATD requires professional services to conduct external monitoring of the Health and Sexual and Reproductive Health and Rights (SRHR) Portfolio, funded by the Canadian Partnerships for Health and Social Development Bureau (KSD) of the Department of Foreign Affairs, Trade and Development (DFATD). The KSD Portfolio includes projects funded under various initiatives.The objectives of this mandate are as follows:Design and implement a feminist, gender transformative and collaborative monitoring plan that considers globally-recognized criteria for comprehensive data collection, analysis and interpretation, based on the portfolio-level theory of change and results framework.The monitoring plan will draw on project-level monitoring data, DFATD Key Performance Indicators (KPI) surveys, coverage surveys, as well as any necessary primary data collection, in order to develop annual portfolio-level monitoring reports that respond to the needs and uses of the various data users, including implementing partners and communities where projects are executed.The monitoring plan will also include technical Monitoring, Evaluation and Learning (MEL) support for projects to strengthen project outcomes.Utilize the findings from the annual monitoring reports to provide insights to the Bureau and partners, and to further reinforce Result-based Management (RBM) and Feminist MEL practices with partners.Facilitate the collaborative dissemination of results, lessons learned and recommendations with stakeholders in order to increase the impact of the portfolio for rights-holders. Initial Period of the Contract: From the contract award date to March 31, 2028
