This solicitation, identified as N62789-26-Q-0020, seeks five PTC Mathcad Prime Individual licenses under a firm fixed price award using simplified acquisition procedures. The requirement is strictly for the PTC Mathcad Prime brand, version 14.0.2.5, with part number SPN=7502-L-, and all licenses must be classified as trusted products. The procurement is a total small business set-aside under NAICS code 513210 with a size standard of $47,000,000, and only contractors authorized under the DOD ESI BPA N66001-19-A-0054 are eligible to respond. Technical qualification is a mandatory pass/fail criterion, requiring offerors to provide verifiable evidence of their authorized reseller status under the specified BPA; failure to submit this documentation results in immediate rejection. The service period spans 12 months from the delivery date, with all licenses to be administered by the government points of contact, Christopher Hagen and Karen Crocker, via email. Vendors must also deliver clear instructions for use on NMCI networks and standard computers, alongside a dedicated user help contact. Delivery is to be made to SUPSHIP Groton, Karen Crocker, at 73 Eastern Point Road, Groton, CT, under FOB Destination terms, with no deliveries accepted on weekends or holidays unless specifically requested. Offerors must maintain an active SAM registration and comply with all applicable Federal Acquisition Regulation clauses, including those related to system maintenance, representation and certification, and prohibitions such as procurement restrictions involving the Xinjiang Uyghur Autonomous Region. The government reserves the right to conduct discussions but intends to award without them, selecting the lowest-priced technically acceptable offer. Invoicing will be processed through Wide Area WorkFlow, with mandatory email notifications required for electronic submissions. Contract administration oversight is managed through the Procuring Contracting Officer and Contract Specialist at Groton, Connecticut, with no designated Contracting Officer’s Representative—functions performed by the Technical Point of Contact.
