The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. AI Contract Overview

Park City Municipal Corporation (PCMC) has issued a public notice announcing its intention to waive the competitive bidding process for a water line replacement project on Main Street, with a proposed contract valued at approximately $3.69 million awarded to Silver Spur Construction, L.L.C. The decision to waive the standard procurement procedures is justified by the significant risks associated with the project, including potential financial loss, property damage, and safety concerns due to the project's complexity and sensitivity. Silver Spur Construction was the contractor for the initial phase of the water line replacement and has demonstrated reliability, familiarity with the project, and the ability to meet critical timelines, making them a trusted partner for subsequent phases. Their previous work in the area, combined with their willingness to maintain bid prices and collaborate with the city and local businesses to minimize construction impacts, supports the decision to continue working with them without a new competitive process. Comments on this proposed waiver can be submitted via email within seven days of the notice posting date.

PUBLIC NOTICE OF PROPOSED WAIVER DATE ISSUED: August 22, 2024 PROPOSED SERVICE: Water Line Replacement PROPOSED CONTRACT: Silver Spur Construction, L.L.C. REQUESTING DEPARTMENT: Public Utilities Department Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC.  The Procurement Official has determined that a waiver is appropriate for a contract for water line replacement and appurtenances in the amount of $3,689,058.90 to Silver Spur Construction L.L.C. based on the information below: WAIVER JUSTIFICATION: The Main Street Water Line replacement project presents significant risk to the City, businesses, and people walking and driving on the street.  Risks include, among other things, risk of financial loss, property damage, and risk of injury.  In addition, the complexity and sensitivity of the work presents many variables that can affect the project causing delays and increased costs which further increase the risk of the project.  Under the very competent management and supervision of Public Utilities, the proposed contractor was the contractor for Phase 1 water line replacement and proved to be a trusted partner in this project.  Contractor has completed 5 projects for the city in recent years and understands the unique challenges of working in Park City, especially on Main Street.  Contractor is available and is willing to hold their phase 1 bid prices, which were substantially lower than others in the public bid held on February 22, 2023. Keeping the current contractor for the next phases would convenience and be beneficial to the public, area businesses, and the city because of their familiarity of the project as well as their proven ability to deliver projects in this area within critical timelines. The contractor has also shown an ability and willingness to work with the public, city, and businesses to lessen the impact of construction. *To submit comments regarding this Notice of Proposed Waiver, please email Griffin Lloyd at contact@example.gov within seven days of the date of posting.
