The Philadelphia Housing Authority (PHA) has issued a Request for Qualifications (RFQ) for the redevelopment of Bartram Village, a low-rise residential community located at 5400 Lindberg Blvd in West Philadelphia. The development, originally opened in 1942, comprises 41 walk-up buildings with a total of 500 units, including one-bedroom, two-bedroom, and three-bedroom apartments, along with a community center that also functions as a Head Start child care facility and a separate maintenance structure. Enclosed by Harley Street, Lindbergh Boulevard, and 57th Street, the site is accessible via PHA-owned driveways. In August 2023, HUD awarded PHA a $50 million Choice Neighborhood Implementation Grant to support the comprehensive revitalization of the site, with planning underway to develop a Transformation Plan encompassing housing, neighborhood, and community programs. The final housing configurations and site plans will evolve during this process, and PHA seeks a developer to collaborate with the agency and community stakeholders to finalize the construction phase of the project, known as the Blossom at Bartram Transformation Plan. The RFQ process includes a non-mandatory pre-proposal meeting scheduled for September 3, 2024, and an optional site visit on September 13, 2024, both requiring RSVP to [email hidden]. Responses to the RFQ are due by October 25, 2024. The project size ranges from $50 million to $100 million, and the solicitation is open to qualified firms under NAICS code 561330, focusing on services related to community development and planning. Interested parties can access additional details and submit proposals through the Philadelphia Housing Authority's Bonfire hub platform.

The RFQ is planned for the redevelopment of Bartram Village (the “Site”). Bartram Village is located at 5400 Lindberg Blvd and is a development designed for families. The Site consists of 41 walk-up residential buildings. A centrally located community building also serves as the development's office and location of the Head Start child care center. A separate structure contains the site's maintenance facility. The property was opened in 1942. Bartram Village is a 500-unit low-rise development located in West Philadelphia. The 41 buildings are comprised of (72) I-bedroom units, (300) 2-bedroom units, and (128) 3-bedroom units. The buildings are situated on a large open site. Harley Street, Lindbergh Boulevard, and 57th Street enclose the site on three sides. Access to parking areas adjacent to the residential buildings is provided by PHA owned driveways. In August 2023, HUD awarded PHA a fifty million ($50,000,000) Choice Neighborhood Implementation Grant (“CNI Implementation Grant”) for the revitalization of the Bartram Village development. The planning process has begun, and PHA has engaged a CNI Planning Coordinator to develop an overall Transformation Plan including a comprehensive and coordinated set of strategies organized into Housing Plan, Neighborhood Plan and People Plan components. While PHA describes a conceptual approach to the redevelopment of Bartram Village, the actual housing program, site plan and unit configuration will evolve over the course of the CNI Implementation Grant process. Under this RFQ, PHA will select a developer who will work with PHA and the community over the course of the CNI Implementation Grant process to finalize the construction component of the Blossom at Bartram Transformation Plan. There will be a non-mandatory pre-proposal meeting and optional site visit: Non-Mandatory Pre-Proposal Meeting - September 3, 2024 @ 11am Optional Site Visit - September 13, 2024 @ 11am Please RSVP for both with contact@example.gov
