The Maryland Department of Health, Office of Population Health Improvement, is seeking a certified small business to develop creative assets for the Prescription Drug Monitoring Program (PDMP) multimedia communications campaign. Funded by the federal OD2A grant, the project focuses on improving prescribing practices and preventing opioid-related morbidity and mortality among healthcare providers. The selected vendor will be responsible for reviewing current educational initiatives and creating or updating print and digital materials, training videos, website content, and social media assets. All digital and web deliverables must comply with Section 508 of the Rehabilitation Act of 1973. This is a Small Business Reserve Procurement, limited to businesses certified by the Governor’s Office of Small, Minority and Women Business Affairs (GOSBA). The contract is a firm fixed price agreement with a period of performance from the date of award through February 28, 2027. Key milestones include the submission of final draft deliverables by January 15, 2027, followed by a period for stakeholder feedback and iterative revisions. The primary offeror must demonstrate at least three years of experience in healthcare communications, provide two examples of prior campaigns for state agencies, and submit two recent letters of reference. Proposals are due by November 12, 2026, via the eMaryland Marketplace Advantage portal and must be submitted as two separate files: a technical proposal limited to ten pages and a separate financial proposal. Award selection is based on the Most Advantageous Offer, determined through a weighted analysis where technical factors are given greater weight than financial considerations. Technical evaluations will focus on the statement of work, project management approach, and the vendor's ability to meet the strict February 2027 completion deadline.

The contract, beginning January 1, 2026, aims to enhance awareness of Valley Transit services among current riders, potential users, and the general public through comprehensive strategies. The scope emphasizes creative development, campaign execution, performance measurement, and adherence to federal and state regulations, including civil rights, DBE participation, and environmental standards. The contract incorporates a broad set of federal clauses, notably those from the FTA and DOT, covering program fraud, record access, civil rights, environmental compliance, suspension and debarment, and dispute resolution, ensuring strict adherence to federal transit regulations. It does not specify a standard FAR clause numbering but references statutes and CFR parts directly. Payment procedures require monthly invoicing, with final invoices due within three months of contract completion, and no specific electronic invoicing systems are mandated. The agreement emphasizes responsible performance, with Valley Transit acting as the sole inspector and acceptance authority, evaluating services based on quality and compliance, without detailed inspection standards. Special contractual provisions include requirements for key personnel resumes, conflict of interest disclosures, and certifications regarding debarment, lobbying, and civil rights, ensuring comprehensive compliance and transparency. Overall, the contract is designed to secure a strategic, experienced partner capable of delivering impactful marketing and public relations initiatives aligned with federal and local requirements, with clear submission, performance, and compliance expectations.
