Notice is hereby given that sealed bids will be received by the City Clerk at the City Hall, University Place, Washington, until 2:00 p.m., March 20, 2025 for the construction of the Public Works Secondary Containment Structure and will shortly thereafter be opened and publicly read aloud. Proposals received after the time fixed for opening bids will not be considered.Each Proposal shall be submitted to the City electronically via email to document.write('bids'+'@'+'cityofup.com')For security reasons, you must enable JavaScript to view this E-mail address., with the Project Name as stated in the Call for Bids noted on the subject line of the email, or as otherwise required in the Bid Documents, to ensure proper handling and delivery. All electronic documents shall be in PDF format.Proposals will be opened and publicly read via webcast at the time indicated in the call for Bids unless the Bid opening has been delayed or canceled. The link for the webcast will be posted on the City of University Place website at www.cityofup.com prior to the bid opening.The work to be performed under this contract includes furnishing the necessary labor, materials, equipment, tools and guarantees thereof to: construct a reinforced concrete structure, backfill, and storm install of a secondary containment structure at the City of University Place Public Works Facility at 4951 Grandview Drive West. All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of University Place.The City of University Place expressly reserves the right to reject any or all bids and to waive minor irregularities or informalities and to further make award of the Project to the lowest responsive responsible bidder as it best serves the interest of the City.No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) days.The following is applicable to this project:The City of University Place in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
