The FDA intends to award to Protein Metrics Inc. 20863 Stevens Creek, Cupertino Ca 95014.. Byonic /Byologic software processes are now an integrated part of our glycomics workflow in support of the following CBER projects: 05229 CIPOLLO Masking of Zika and Dengue Major Antigens, 04783 CIPOLLO Mass Spectrometry Approaches for Glycoconjugates, 04929 CIPOLLO Seasonal Monitoring of Reference Antigens and, 05002 CIPOLLO Structure Function Relationships of Vaccine Antigens. Byos software has performed well and was used in the publication of two manuscripts (Yang et al. Anal Chem. 2018 Jul 3;90(13):8261-8269 and Yang et al., J Am Soc Mass Spectrom. 2018 Jun;29(6):1273-1283). Protein Metrics has worked with FDA to integrate functions that align with chemistries developed in our laboratory to identify key sialic acid residues and their linkage in the overall structure of antigens and host receptor sites. These efforts are not likely to be duplicated with other software or if so would require duplication of efforts and goals already achieved. The software also uses unique strategies to assign both peptidyl and glycosidic fragments in MS/MS data. Protein Metrics is the sole provider of this software. In order to continue the research and analyze data generated on mass spectrometers, we need to purchase these licenses from Protein Metrics. There are no set-aside restrictions for this procurement, and the anticipated Period of Performance is 8/21/2019- 8/20/2020.. Protein Metrics Inc. offers a product with capabilities that are not available from any other vendor, and controls all propriety rights for this product: 1) The FDA has an ongoing business need for the Byos License Bundle-all modules and support.. The annual software licensing is required by FDA to ensure continuity of operations. 2) The Byos License Bundle-all modules is not available via a Government Best in Class (BIC) contract vehicle such as General Service Administration's Supply Schedules or another Government-wide Acquisition contract. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested entities may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for proposal and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the state supplies / equipment can provide supporting documents demonstrating their products capability and specifications statement. The FDA will review all responses received; however, the Government retains the sole discretion not to further compete the proposed acquisition based on responses to this notice.
