NASA/Marshall Space Flight Center (MSFC) has a requirement for the renewal of ANSYS Inc. Technical Enhancements and Customer Support (TECS) license for existing ANSYS products. The ANSYS TECS products are required to execute existing structural ANSYS engine models and to provide structural strength assessments required by other liquid and/or solid propulsion elements supported by MSFC. NASA/MSFC intends to procure the TECS licenses on a sole source basis from ANSYS Inc. The ANSYS code is proprietary and a source of the salient characteristics is not available to the Government. No second source vendors have been authorized by the creator of ANSYS to develop the items. The ANSYS program is the only code that can be used to execute existing structural ANSYS engine models and to provide structural strength assessments required by other liquid and/or solid propulsion elements supported by MSFC. Ensuring the continued accuracy, reliability and compatibility of all elements of these analyses is of the utmost importance. The Government intends to acquire this commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (elizabeth.s.ledbetter@nasa.gov) no later than June 16, 2020 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . PLEASE CONTACT BETSY LEDBETTER/Seventh Sence Consulting LLC., WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO ELIZABETH.S.LEDBETTER@NASA.GOV
