The National Highway Traffic Safety Administration (NHTSA), under the U.S. Department of Transportation, intends to award a sole-source purchase order to LexisNexis of Philadelphia, PA for their proprietary software, Concordance®. This software is essential for electronically identifying, organizing, analyzing, and managing discovery and litigation documents, and must interface seamlessly with other federal agencies on litigation matters. Concordance® is also necessary to access several government databases that utilize the software’s format, making it a critical tool for meeting agency requirements. The procurement is being conducted under the legal authority that allows for sole-source awards when only one responsible source exists. This notice is not a request for competitive quotes, and no solicitation document is available. However, vendors who believe they can fulfill the stated requirements may submit written capability statements within 15 days of the announcement date, providing sufficient evidence of their ability to comply. Responses will be evaluated at the government’s discretion, with no obligation to compete the procurement. In the absence of viable responses, NHTSA will proceed with the sole-source purchase from LexisNexis. Costs related to proposal preparation or follow-up submissions are the vendor’s responsibility and will not be reimbursed. The point of contact for this procurement is Contracting Officer Stanley Peter Shultz, reachable by email or phone at the Department of Transportation in Washington, DC.
