The United States Coast Guard Command and Control Engineering Center intends to purchase three ALDEBARAN II Electronic Chart System software licenses, including NAVAIDS and Survey Modules, on a non-competitive, sole source basis. This procurement is designated for ICAN Inc. because the company holds the proprietary data rights to the software, making them the only source capable of meeting the requirement for safe navigation of Coast Guard Cutters in national and international waterways. Processed under FAR Part 12 for commercial items, the solicitation requires firm fixed price proposals. The government will evaluate offers based on best value, considering price, delivery, quality, and past performance. Due to the sole source nature of the acquisition, the contract is not set aside for small businesses. All proposals must include a detailed cost breakdown and be submitted by the specified deadline to the designated contracting officers.
