This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The written solicitation, issued as SF1449 (Form), is attached to this notice and constitutes the official solicitation. Quotes are being requested in accordance with the instructions herein and within the attached SF1449. Solicitation number FA520926Q0067 is issued as a Request for Quote (RFQ) for the Purchasing of Off-Post Appliances, Camp Zama, Japan.


The statements required by FAR 12.202(b)(1) are included in the uploaded documents. The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary for the Purchase and Delivery of Off-Post Appliances as listed in the Specifications.


CRITICAL INSTRUCTIONS TO OFFERORS:
Due to the location and nature of this requirement (Off-Post use in Japan), offerors must strictly adhere to the following conditions to be considered technically acceptable:


Note 1: Logistics, Customs, and FOB Destination Delivery
This product shall be directly delivered to the final destination in Kanagawa, Japan (via commercial carrier) as strictly FOB Destination. The selected contractor shall be solely responsible for all aspects of logistics, including international shipping, Japanese customs clearance, duties, domestic transportation within Japan, and final delivery site in Camp Zama.
Warning: The U.S. Government will NOT act as the Importer of Record, nor will it provide APO/FPO shipping privileges, Defense Transportation System (DTS) support, or customs clearance assistance for this contract. The contract price shall be strictly inclusive of all shipping, customs, travel, and logistical expenses required for execution.


Note 2: Technical Specifications & Local Compatibility
Because these appliances are intended for "Off-Post" use (in local Japanese housing off-base), all products MUST strictly comply with Japanese electrical standards (100V / 50Hz for the Kanto/Camp Zama region) and possess necessary local safety certifications (e.g., PSE mark). Standard U.S. 120V/60Hz appliances will NOT be accepted. Offerors must submit the Manufacturer’s name and Catalog Cut/Specification Sheet, especially if offering an "or equal" item, demonstrating full compatibility with the local Japanese electrical grid.


Note 3: Mandatory On-Site Warranty & Local Service Capability
The project and product utilization will occur entirely within the country of Japan. During the Warranty Period, the selected contractor must provide on-site repair, troubleshooting, or replacement services at the Off-Post locations in Japan.



Offeror Requirement: If the offeror is not physically located in Japan, the offeror MUST submit documentation demonstrating an established partnership with a local authorized service provider in Japan capable of meeting this on-site warranty requirement. Failure to submit verifiable evidence of local warranty service capability at the time of quote submission will result in the offer being evaluated as technically unacceptable and not considered for award.


Note 4: Trade Agreements Act (TAA) Compliance & Prohibited Sources
This procurement is subject to the Trade Agreements Act (TAA). All end products must be manufactured or substantially transformed in the United States or a TAA-designated country. Products manufactured in non-designated countries (e.g., China) are unallowable. Furthermore, in accordance with RFO FAR 52.240-91, Prohibition on using or providing specific products or services or conducting certain transactions regardless of connection to contract. (e.g., Iran, North Korea) will be immediately rejected.
