Full Description
U.S. Customs and Border Protection (CBP), Laboratories and Scientific Services (LSS), intends to issue a purchase order to Orange Photonics, 176 Newport Road, New London, NH 03257, on a sole source basis for the purchase of two (2) portable cannabis analyzers for use in laboratory and field settings.
The analyzers will support rapid screening and triage of drug seizures, commodities, and potentially violative items by assisting with the detection and identification of cannabinoids and determining the relative dry weight amounts of detected cannabinoids.
The required analyzers shall be human-portable, self-contained, capable of analyzing samples in under 20 minutes, able to store analysis data onboard, and able to transfer data files and results to a USB flash drive. The requirement includes inside delivery, setup, initial software configuration, in-person training, hard-sided carrying cases, and accessories and consumables needed to conduct 200 scans/analyses, 100 per unit.
All deliverables, including setup and training, shall be completed within 30-60 calendar days after the date of contract award.
This notice is neither a request for proposals nor an invitation for bids. The Sole Source Justification will be posted in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a). All interested parties must express their interest and capabilities in writing via email to wymeatric.l.lyons@cbp.dhs.gov prior to the closing date of this notice. Verification of receipt of responses is the sole responsibility of the interested party.
If no responses are received by September 23, 2026, at 3:00 PM ET, a written quotation will be requested from Orange Photonics, and award will be made accordingly.
