AI Contract Overview
The U.S. Coast Guard, through its Aviation Logistics Center in Elizabeth City, North Carolina, is soliciting quotations for the procurement of two Outer Shaft Assemblies (NSN: 1680-01-HS3-1583, Part Number: 35-46638-0009-51) under solicitation number 70Z03826QL0000137, with a closing date of June 1, 2026 at 4:00 p.m. Eastern Time. This procurement is conducted as a Request for Quotation (RFQ) under Federal Acquisition Regulation (FAR) Subpart 12.201, utilizing the Revolutionary FAR Overhaul (RFO) effective November 28, 2025, and is structured as a firm-fixed price purchase order to be awarded on a sole-source basis to Airbus DS Military Aircraft, Inc., as the only qualified source. The requirement stems from a total small business set-aside with a NAICS code of 336413 and a small business size standard of 1,250 employees, although the award is restricted to the sole source due to unique technical and traceability requirements. Offerors must provide full traceability to the OEM, Airbus Defence and Space Sau (CAGE Code 0117B), and must be authorized distributors, with documentation proving this chain of custody. No technical drawings, specifications, or schematics are available from the USCG, meaning vendors must rely on reverse engineering or existing OEM data to fulfill the requirement. All submissions must be sent via email to Allison.T.Meads@uscg.mil with the solicitation number clearly indicated in the subject line, and only quotations with F.O.B. Destination or F.O.B. Origin shipping terms will be accepted; Ex Works (EXW) and all Incoterms 2020 variants are prohibited. Each part must be individually packaged with no prohibited materials such as Styrofoam, peanuts, or shredded paper, and must be preserved to prevent corrosion or deterioration for at least one year. Labeling and marking are strictly regulated: internal containers must display the NSN, part number, serial number, quantity, nomenclature, and purchase order details, while external containers must include a packing list, Certificate of Conformance per FAR 52.246-15, and the “FAST PAY”
