Full Description

The Space Development Agency (SDA) is issuing this Other Transaction Authority (OT) solicitation to establish the foundation for Tranche 2 (T2) of the Proliferated Warfighter Space Architecture (PWSA). The PWSA's operational utility is predicated on the availability of a ubiquitous data and communications Transport Layer provided by a proliferated constellation of relatively small, mass-producible space vehicles (SVs) in low Earth orbit (LEO). The Tranche 2 Transport Layer (T2TL) SVs will be similar to those currently under development for the Tranche 1 Transport Layer (T1TL) with targeted technology enhancements, mission-focused payload configurations, increased integration, and greater production efficiencies. T2TL will provide global communications access and deliver persistent regional encrypted connectivity in support of Warfighter missions around the globe. The SDA T2TL - Alpha Program Solicitation is attached. For the T2TL - Alpha Bidder's Library, please send an email to contact@example.gov no later than 10 July 2023 at 12:00 PM EDT with the subject line - SDA T2TL Alpha Solicitation Attachments Request. Please include your organization's CAGE code and location in your request. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. If a US company does not have, at minimum, a Secret Level Facility, there must be an Active Unique Entity Identifer (UEI) number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials. A foreign company must team with a US Prime Contractor company in order to receive any CUI materials directly from the US Prime Contractor company. Proposals received after 1200 PM EDT 28 July 2023 will be considered late and not evaluated. Amendment 1 (7/17/23) - This amendment increases the page limit for Volume II - Technical (3.1.2) to thirty-five (35) pages. (End of Amendment)

Solicitation # FA240126R0003
The Space Development Agency is soliciting proposals under solicitation FA240126R0003 for the Resilient Missile Warning Tracking Low Earth Orbit Ground Entry Points effort. This acquisition is structured as an Indefinite Delivery Indefinite Quantity contract with a ceiling of 369 million dollars, covering the development, integration, test, operations, and maintenance of Tranche 3 Ground Entry Points at multiple globally dispersed locations. The scope of work encompasses civil engineering from detailed design through construction, the procurement and installation of communications shelters, antennas, optical terminals, and networking equipment, as well as the development of Ground Support Equipment and Auxiliary Development Units. The contract includes an ordering period from March 31, 2027, to September 30, 2031, with option periods extending through September 30, 2035. Award will be determined using a best value tradeoff process where technical, management, and past performance factors are combined and considered significantly more important than price. The technical evaluation focuses on the understanding of requirements, feasibility of approach, and scalability, while management is assessed based on project and schedule management, subcontractor oversight, and security handling. Proposals must be submitted in seven volumes via the DoD Secure Access File Exchange by 4:00 PM Eastern Time on November 23, 2026. Large business primes are required to meet a minimum quantitative requirement of 5 percent small business participation. The contract utilizes a mix of Firm Fixed Price for primary labor and materials and Cost Reimbursable arrangements for other direct costs and travel.

Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry
Solicitation # SDA-SN-26-0016
The Space Development Agency is seeking capable sources for the Performance Enhanced Real-time Ground Environment (PEREGRINE) Sentry effort to support the resilient missile warning and tracking mission. The objective is to evolve the current PWSA ground segment into a secure, multi-tenant common development environment and a loosely-coupled, Modular Open Systems Architecture compliant ground segment framework. The selected lead platform integrator will be responsible for managing the software ecosystem framework lifecycle, ingesting third-party application developer capabilities, and executing a low-risk legacy capability transition under a strict do no harm paradigm. Technical requirements emphasize expertise in Hybrid Cloud, DevSecOps, Multi-Level Security, and Model-Based Systems Engineering, with the production phase utilizing a hub-and-spoke architecture spanning Commercial Cloud Enterprise resources and on-premises capabilities at Ops Centers. The anticipated acquisition strategy begins with an 18-month firm-fixed-price Other Transaction Agreement prototype contract focused on developing the cloud-native framework and environment. This may be followed by a production contract consisting of a three-year base period and two three-year option periods. Prime contractors must maintain a Top Secret facility clearance and are subject to potential Organizational Conflict of Interest restrictions, which may preclude them from developing mission applications integrated into the ecosystem. Responses to this sources sought notice, which are for informational purposes and not a formal solicitation, are due by October 30, 2026, and must be limited to thirteen pages excluding the cover page.
