The Government intends to award a purchase order resulting from this solicitation on a sole source basis to Oceanscience Group Ltd. based on the authority of the Federal Acquisition Requlation (FAR) Part 6.302 for the following items (See Attachment). THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. The justification for the non-competitive procurement is that the Oceanscience Q-Boat 1800P is the only known remotely operated boat capable of collecting flow measurement data using the Workhorse Rio Grane ADCP in high velocity streams, transmitting live data to a base station, and maintaining radio control contact greater than 300 meters. The Science and Ecosystem Support Division (SESD) already owns two RDI Workhorse ADCPs. Purchase of the Oceanscience Q-boat eliminates the need to purchase a new ADCP which would be required with other systems at an additional cost of approximately $25,000. The Q-Boat 1800P must have the following: 1. Cruising speed of 4 m/s 2. Top speed of 5 m/s 3. 45 - 200 minute continuous battery capacity 4. Minimum payload capacity of 30 lbs 5. boat weight not to exceed 58 lbs 6. Remote control range >300 meters with low battery alarm 7. Omni directional remote antenna 8. Standard instrument well for RDI Rio Grande ADCP 9. Wiring harness to connect to Hydrolink modem 10. HydroLink SL 900 MHz single-channel waterproof radio modem The manufacturer is the only known vendor of this product. If there are other potential sources, please submit your capability statement via email to the US Environmental Protection Agency, c/o Lynette Rocke at contact@example.gov no later than noon EST, September 20, 2013. The determination not to compete this requirement is at the discretion of the contracting Officer in accordance with FAR 13.106-1(b).
