The Army Contracting Command-Redstone Arsenal intends to award a sole source contract to MICROLOG Corporation for the maintenance and support of an interactive voice response and patient communications system at Fox Army Health Center in Redstone Arsenal, Alabama. This HIPAA-compliant system utilizes computer telephony integration software to facilitate internal communications for doctors and medical staff. The government has determined that MICROLOG Corporation is the only responsible source capable of providing these services, as the system is already integrated into the facility's internal network, making the procurement of a new service provider cost-prohibitive. Under the authority of FAR 6.302-1, no solicitation package will be issued. While the government intends to proceed with the current provider to ensure mission continuity and economic efficiency, it allowed for the submission of capability responses until December 02, 2013. These responses were intended to help the Contracting Officer determine if any other company could provide the same functional capabilities as MICROLOG Corporation before finalizing the non-competitive award.

This contract action was accomplished using other than competitive procedures because there is only one responsible source as this was an unsolicited research proposal, and no other supplies or services will satisfy agency requirements.(FAR 6.302-1). See posted J&A for further information. The Army Contracting Command- Redstone Arsenal intends to issue an award to MICROLOG Corporation on a sole source basis, under authority of FAR 6.302-1, for an interactive voice response, patient communications system to be utilized at Fox Army Health Center, Redstone Arsenal, Alabama. The system is currently provided through MICROLOG Corporation, which is a sole source for maintenance and support. The system is HIPPA compliant and provides for internal communications for the doctors and medical staff. MICROLOG Corporation develops and installs the computer telephony integration software which it maintains in a call center environment. Procurement of new and separate services would be very costly, the system utilizes the internal communications network of the facility and its generic technical configuration is vetted against specific tasks of the system and meets the needs of the mission; therefore utilizing the current contracted services is economical to the government. MICROLOG Corporation has a current contract in place as a single source to perform all required maintenance and support. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received not later than 4:00 PM CT on December 02, 2013. Responses shall be submitted to Marilyn Crawford, email address contact@example.gov and shall at a minimum include the following: 1. The name of your company 2. Company DUNS and CAGE Code 3. POC name and contact information 4. The specific service(s) that your company offers that fulfills the same function as the services to be included on this order or evidence that your company is capable of providing the services for utilities, janitorial, refuse collection, and landscaping. 5. A description of the service(s) and your company's overall capabilities. It is your responsibility to demonstrate how your service(s) are capable of providing the same services that exist with MICROLOG Corporation mentioned above. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
