The Department of Veterans Affairs (VA) Office of Research and Development, through its Regional Procurement Office East in Pittsburgh, intends to negotiate a sole source contract with the Fred Hutchinson Cancer Research Center in Seattle to provide specialized DNA extraction research assistance for upcoming VA medical studies. This contract supports the Seattle Epidemiologic Research and Information Center (ERIC), part of the VA’s Cooperative Studies Program, which is actively collecting saliva samples from Vietnam-Era Twin Registry participants as part of a Biospecimen Collection project aimed at enhancing the VA’s biorepository resources for future research. Under this agreement, the contractor will handle the aliquoting, quantification, DNA extraction, and plating of saliva samples collected via barcoded Oragene kits, with the extracted DNA then sent to the MAVERIC biorepository. The contractor must strictly adhere to data security and usage terms, limiting their use of shipping manifests and VA data to contractually approved purposes, and must manage specimens and data according to stringent VA protocols, including return or destruction upon contract completion or termination. This sole source procurement is justified under the Federal Acquisition Regulation citing no other supplier meeting the VA’s requirements, though the VA has opened a limited window for potential capable sources to submit capability statements by a specified deadline. The work will be conducted at a VA facility in Seattle and involves detailed handling of sensitive samples and associated data to support the VA’s epidemiological research efforts. The contract underscores the importance of maintaining confidentiality, data security, and compliance with VA consent protocols, ensuring that biospecimens and genetic information are handled appropriately for long-term research benefit to Veterans. The contracting officer for this opportunity is Michael Haydo, and interested parties are invited to communicate only in writing by the stated deadline.
