The Department of Veterans Affairs, through its RPO-E R&D office, intends to award a sole source Firm Fixed Price contract to The Johns Hopkins University for specialized laboratory services to analyze proteins, mRNA, and other fluid biomarkers critical to the LIMBIC and TRACTs consortium research initiatives. This action is justified under FAR 6.103-1, which permits non-competitive procurement when only one responsible source exists and no other supplies or services can satisfy the agency’s requirements.
