PRESOLICITATION NOTICE FOR REFERENCE LAB TESTING IN SUPPORT OF LEGACY VETERANS INTEGRATED SERVICE NETWORK (VISN 15). ESTIMATED SOLICITATION PUBLICATION DATE IS OCTOBER 14, 2026.
The Department of Veterans Affairs, Veterans Integrated Services Network (VISN) 15, requires laboratory testing services. The Contractor shall be responsible for performing pre-analytic processing, analysis, and result interpretation for clinical and anatomical pathology specimens as requested by VA Medical Centers (VAMC) in VISN 15 geographic areas needed during the contract period. The contractor shall provide all personnel, transportation, equipment, supplies, facilities, supervision, other items and non-personal services necessary to provide/perform the supplies/services defined in this Performance Work Statement. The contractor assumes all liability risks for the work performed under the contract/order. The contractor must assume total liability for all contractor employees. Services shall include the transportation of clinical laboratory specimens to the Contractor s laboratory(s), performance of pre-analytical specimen processing support services, the performance of analytical testing as defined by the Contractor s reference test manual, the reporting of analytical test results, and consultative services as required to provide the full scope of its laboratory services to the ordering facility. The Contractor shall provide varying levels of support service depending on the unique characteristics presented by each Medical Center, Outpatient Clinic, or Health Care Center.
Services to be furnished under this contract shall be ordered by issuance of a task order by the ordering activity for results to be delivered to the site designated on the task order and in accordance with standards, clauses and provisions of this document. 1.
