3. This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After reviewing the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement.
4. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following:
The Marion VA Healthcare Center requires a qualified firm to provide annual inspection, testing, and repair services for all backflow prevention devices on the Marion campus. All work must comply with VHA Directive 1061, NFPA 25, The Joint Commission standards, Illinois Plumbing Code (77 Ill. Adm. Code 890), Illinois EPA Public Water Supplies Regulations (35 Ill. Adm. Code 604.1505 / 653.801–805), and City of Marion IL Local Plumbing Codes. All inspections, testing, repairs, and replacements shall be performed only by technicians holding a current Illinois EPA Cross-Connection Control Device Inspector (CCCDI) certification or equivalent ASSE 5110/5130 certification.
This contract covers annual inspection, testing, reporting, and repair/replacement services for all backflow prevention devices located at the Marion VAMC campus, as identified in Appendix A: Device List. Appendix A identifies the devices on record as of May 28, 2026, for reference only. The contractor shall field-verify all device counts, locations, and identify information during the initial inspection cycle and report any discrepancies to the COR in writing. The field-verified count established during the initial inspection cycle shall serve as the controlling inventory for all subsequent invoicing and performance periods.
Each device shall be tested in accordance with the manufacturer's specifications and an accepted cross-connection control testing standard (e.g., USC-FCCCHR manual), using test equipment calibrated in accordance with Section 10.3. Test results shall record actual PSI/differential pressure readings against the manufacturer-specified pass threshold for that device — a simple pass/fail notation without supporting readings is not acceptable.
All test gauges/equipment used under this contract shall be calibrated at least annually (or per manufacturer requirement) by an accredited calibration source. Calibration certificates shall be made available to the COR upon request.
For each backflow device, the contractor shall confirm and record:
- Tag/ID number and precise location (sufficient for any party to quickly locate the device without ambiguity)
- Make, model, serial number, and size
