The Department of Veterans Affairs Office of Rural Health, through its Veterans Rural Health Resource Center in Gainesville, Florida, and the VHA Rehabilitation and Prosthetics Service Program Office, is funding an initiative called the Rural Veterans Tele-Rehabilitation Initiative Enterprise-Wide Initiative (RVTRI-EWI). This program uses telehealth technology to bring rehabilitation therapies, specifically music therapy, to rural Veterans who may otherwise have limited access. The initiative fosters innovation in telerehabilitation and supports Veterans’ community engagement in creative arts post-therapy. Funding is provided for a contractor to conduct thirteen virtual music therapy retreats across eight sites, aiming to enhance access to music therapy services for Veterans. The program collaborates with several prominent arts and medicine organizations, including the Creative Forces Military Healing Arts Network, the National Endowment for the Arts, and the University of Florida Center for Arts in Medicine. The contract is set to be awarded as a sole source to the non-profit organization Challenge America, due to their unique qualifications and the specific nature of the required music therapy services, which no other providers can meet. This decision complies with applicable federal acquisition regulations governing sole source procurements when only one responsible source is available. The total contract value does not exceed $750,000, and all required approvals and justifications will be documented and made publicly available post-award. Key contacts for the contracting process include Ashley Riggs and David Rupert from the VA, who oversee the initiative and contractor communications. The contracting opportunity was posted on August 31, 2022, and is managed through the VA's office in Frederick, Maryland.
