The Great Lakes Acquisition Center plans to award a sole source contract to Rotech Healthcare, Inc. for the continuation of Home Oxygen Delivery, Durable Medical Equipment (DME) Delivery, and Respiratory Therapist services within VISN 12. This contract aims to sustain current services without interruption during the ongoing technical evaluation and award process of a competitive solicitation intended for a new five-year ordering period. The arrangement is structured as a firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract with a six-month ordering period, covering performance from July 1 to December 31, 2026. The procurement proceeds under simplified acquisition procedures authorized by 41 U.S.C. 1901 and FAR Part 6.302-2(b)(2), citing there is only one responsible source capable of meeting the agency’s needs without compromising patient care. Due to the specialized nature of these services and the existing familiarity required to maintain continuity of care, soliciting alternative providers is not feasible, as it would introduce delays related to background checks, training, and learning curves. Although this notice does not solicit competitive offers, interested firms believing they can meet the requirements may submit a written notice to the Contracting Officer by 10:00 AM Central Time on May 18, 2026, for consideration. The contract falls under NAICS code 621610 with a business size standard of $19 million, and is managed by the Department of Veterans Affairs, Network Contract Office 12, located in Milwaukee, WI. The designated point of contact is Contracting Officer Joni Dorr, who can be reached via email.

The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Rotech Healthcare, Inc for Home Oxygen Delivery, DME Delivery, and Respiratory Therapist (RT) Services for VISN 12. This notice of intent is not a request for competitive quotes. Home Oxygen delivery, DME delivery, and RT services are already in use. This request is for sustainment of an existing service. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified Acquisition Procedures as implemented in FAR 13.5, only one responsible source and no other supplies or services will satisfy agency requirements. This contract will be a Firm-Fixed Price IDIQ 6-month ordering period with a performance period of July 1, 2026 through December 31, 2026. The North American Industry Classification System Code (NAICS) is 621610 with a business size standard of $19.0 Million. This procurement is being conducted in accordance with FAR Part 6.302-2(b)(2). The purpose of this sole source contract is to provide continuous patient care during the technical evaluations and award of the current competitive solicitation to allow for a new 5-year Ordering Period. Soliciting would delay patient care due to background checks, training, and learning curve to become familiar with the general knowledge of the requirement. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM Local Time (Central) Monday, May 18, 2026. Information must be sent to the Contracting Officer, Joni Dorr, joni.dorr@va.gov. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
