The National Geospatial-Intelligence Agency (NGA) plans to issue a sole-source modification to extend the Quadipartite Exploitation Cell (QEC) contract with Lockheed Martin for an additional three months under Contract Number HM157213C0002. This extension, authorized under Federal Acquisition Regulation (FAR) 6.302-1 and statutory authority 10 U.S.C. 2304(c)(1), will provide continued operations and maintenance support for the QEC's hardware, software, and on-site staffing. The QEC contract, which facilitates the delivery of Near Real Time (NRT) data globally, was set to expire on March 31, 2017, but will now be extended through June 30, 2017, until the cell's retirement. This modification is critical for NGA’s ongoing mission requirements. The agency has determined that only Lockheed Martin can fulfill the necessary service requirements, justifying the sole-source procurement. Although this announcement is not a solicitation for competitive proposals, responsible sources interested in participating may submit capability statements for consideration, though the decision to proceed with this extension remains at NGA’s discretion. The contract relates to NAICS code 541513, is administered from NGA’s office in Springfield, VA, and the designated point of contact is Mr. Adrian Rike, who can be reached via email at Adrian.T.Rike@nga.mil.

Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI.
