QVL FOR ARCHITECTURAL SERVICES - TASK ORDERS

OC Public Works, on behalf of the County of Orange, is establishing a Qualified Vendor List through solicitation RFQ-080-3105101-MG to secure supplemental professional Architect-Engineer (A-E) services. This task-order based contract is designed to meet fluctuating workload demands and project scheduling commitments for various projects across the county and district. The scope encompasses a wide range of professional services, including architectural, structural, electrical, mechanical, plumbing, and civil engineering, as well as specialized consulting for lighting, data, security, and commissioning. Selected firms will be responsible for the full project lifecycle, from initial site visits and programming through schematic design, construction documents, and final project closeout. The selection process is based on qualifications, with specific project awards determined via Request for Proposals (RFP) or a two-step RFQ/RFP process for complex projects. Key contractual obligations include a design cost responsibility clause, holding the A-E firm accountable for ensuring projects can be constructed within estimated costs, and the potential for liquidated damages. Payment is structured as monthly progress payments based on phase approval, with reimbursable items paid at cost without markup. Contractors must adhere to strict technical standards, including specific labeling requirements for telecommunications and electrical systems, and must ensure all designs comply with ADA and Title 24 accessibility requirements. Project administration is managed by a County Project Manager who oversees budget, design, and coordination with all stakeholders.
