The USDA Natural Resources Conservation Service (NRCS) is conducting a Sources Sought Notice for a commercial activities study under OMB Circular A-76 to evaluate clerical services currently performed in-house at its Kansas location. The agency is seeking interested sources capable of providing a range of clerical duties, including visitor reception, telephone answering, mail handling, copying, document preparation, supply maintenance, processing of training and travel requests, time and attendance input, fax processing, and filing. This notice is a preliminary step to gather information from potential contractors and is not a solicitation or request for proposal, meaning the government is not obligated to award a contract. The study is planned as a Direct Conversion Study, where contract performance costs will be compared to current government in-house costs, and an award may only be made if contracting is more cost-effective. Interested parties must express their interest via e-mail by March 31, 2003, providing contact information and by responding to specific questions regarding business size, ownership status (including small, disadvantaged, veteran, service-disabled veteran, Hubzone, and woman-owned business classifications), and certifications such as Section 8(a). Only e-mail responses will be accepted, with telephone or fax submissions not considered. The formal solicitation is anticipated to be posted online around April 21, 2003, on the Federal Business Opportunities website. The NRCS advises responders to ensure their e-mail contact information remains current to receive updates and notifications regarding the acquisition process.
