The Bureau of Reclamation announced on April 5, 2002, its intent to conduct a streamlined cost comparison, in accordance with OMB Circular A-76, for all operations at the Weber Basin Job Corps Civilian Conservation Center in Ogden, Utah. This cost comparison was completed by the Bureau's Denver Office, resulting in the decision to keep the operations in-house, meaning government personnel will continue performing these functions. Following this decision, a 20-day Public Review Period (PRP) was established to allow the public to examine the documentation used in the cost comparison. These documents are accessible at the Denver Federal Center’s Acquisition Operations Group, and members of the public can file appeals if they believe there was an error in the cost comparison. Appeals must be submitted in writing by 4:00 PM MST on December 17, 2002, or 20 days after the initial publication, whichever is later. Faxes are accepted if followed by a hard copy within one business day after the PRP ends. Appeals should specifically address issues related to costs or compliance with OMB Circular A-76 procedures. Once submitted, an Administrative Appeal Board will review appeals within 30 days and may order corrections if errors are found. Questions regarding the process can be directed to the Contracting Officer via the provided email contact. This contract action reflects the Department of the Interior’s commitment to transparency and adherence to federally mandated cost comparison procedures.
