The United States Department of Agriculture's Food and Nutrition Services (FNS) issued a sources sought announcement to gather information from potential commercial sources capable of providing administrative support services for FNS activities in Alexandria, VA, and at remote locations nationwide. This initiative supports a market survey under FAR 7.303 to assist with an upcoming A-76 cost comparison study aimed at evaluating whether private contractors or government entities can provide these services more efficiently and cost-effectively. The contract scope includes full staff support and management services, with potential contractors required to demonstrate relevant experience, past performance within the last three years, and details about subcontracting and size standards, especially in relation to GSA Schedules. This announcement does not constitute a solicitation or an obligation for the government to award a contract; rather, it is a fact-finding effort to assess market capability and competition before determining acquisition strategy. Responses must be submitted in writing by December 15, 2002, and only mailed submissions will be accepted. The information collected will help the USDA decide the feasibility and scope of a future competitive process but no contracts will be awarded solely based on responses to this notice, nor will any costs incurred in response be reimbursed. The opportunity underscores the government’s intent to thoroughly evaluate commercial capacity for administrative support before proceeding with any procurement.
