AI Contract Overview

The Air Force Research Laboratory's Directed Energy and Space Vehicles Directorates have engaged Leader Communications, Inc., with DataCom Sciences, Inc. as a major subcontractor, to provide various business and staff support services. These services require limited administrative access to proprietary information submitted by other contractors, strictly for non-technical administrative purposes such as organizing research and development case files, managing library files, and handling contracts and proposals related to Small Business Innovation Research. Importantly, this access does not include reviewing or comprehending the proprietary data itself, and is restricted to non-technical personnel performing administrative duties. Given the restricted nature of this access, the Directorates have obtained a waiver from the usual regulatory requirement to establish company-to-company agreements for protecting proprietary information. Instead, Leader Communications is contractually obligated to safeguard this data, with additional non-disclosure agreements mandated for its subcontractors, employees, and the Government. These agreements will be documented and submitted to the contracting officer. Future solicitations and contracts will inform offerors about this administrative access arrangement and the requirement for non-disclosure agreements. Additionally, contractors with ongoing contracts under these Directorates will be individually notified and asked to consent in writing to Leader Communications accessing their proprietary data for administrative purposes.

The Air Force Research Laboratory's Directed Energy (DE) and Space Vehicles (VS) Directorates have contracted for various business and staff support services, some of which may require the contractor (Leader Communications, Inc.; major subcontractor: DataCom Sciences, Inc.) to access, for administrative purposes only, proprietary information submitted by other contractors. The required access does not involve the review, reading, or comprehension of the content of the information and will be granted to non-technical professionals assigned to accomplish these administrative tasks. Examples of the administrative tasks include: a. Assembling and organizing information for R&D case files b. Accessing library files for use by government personnel in the DE and VS Directorates c. Handling and administration of Small Business Innovation Research proposals, contracts, contract funding and queries 2. In view of the limited types of administrative access Leader Communications will be granted, DE and VS have obtained a waiver from the regulatory requirement for contractors to execute company-to-company agreements for protection of proprietary information. 3. Instead, Leader Communications, Inc. will be contractually bound to protect this information and will be further required to protect this information by entering into non-disclosure agreements with its subcontractors and all personnel employed under the contract, as well as with the Government. Copies of the non-disclosure agreements will be provided to the contracting officer. Future R&D solicitations and contracts issued for DE and VS will include provisions similar to this notice, advising offerors that Leader Communications will require administrative access to proprietary data and that non-disclosure agreements will be executed. Contractors with open DE and VS contracts will be individually notified and asked to provide written consent for Leader Communications to obtain administrative access to any proprietary data delivered under their contracts.

TACTICAL Broad Agency Announcement (BAA)
Solicitation # FA9451-24-S-0001
The TACTICAL Broad Agency Announcement (BAA) FA9451-24-S-0001 is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation, and the enhancement of performance, reliability, and affordability for future weapon system components. With an estimated total funding profile of 499 million dollars over five years, the BAA covers 14 distinct topic areas, including laser sources, beam control, satellite custody and characterization, high power electromagnetics, and wargaming. This is a BAA with closed calls, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued periodically via SAM.gov. The government may utilize various contract types, including Cost-Plus-Fixed Fee and Firm Fixed Price, though cost-type awards require a DCAA-approved accounting system. To streamline the process, the AFRL utilizes Topic Area Groups (TAGs), where technically qualified entities are pre-selected based on executive summaries to receive future requests for proposals or white papers. Selection is based on overall scientific and technical merit, importance to program requirements, and fund availability, with cost analyzed for realism and reasonableness rather than used as a primary evaluation criterion.
