The Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA) conducted a streamlined competition under OMB Circular A-76 to evaluate the performance and cost efficiency of a Contract Technical Assistant position within the Division of Contracts Management. This process, initiated in December 2006 and concluded in March 2007, focused on one full-time equivalent (FTE) position classified as GS-1106. The competition involved a cost comparison between maintaining the function "as is" within the agency and outsourcing it to a contracted provider. After careful market research and analysis, the agency’s existing organization was determined to provide the services at the lowest cost to the government, resulting in the “as-is” agency provider being selected as the winning proposal. The function code for the studied services, identified as F000 under the 2006 Fair Act Commercial Activities Inventory, corresponds to services performed at SAMHSA’s Rockville, Maryland location. Key officials involved in the study include Eric Broderick, the Competitive Sourcing Official; Susan Pearlman, the Agency Tender Official; Kimberly Newman, the Human Resource Advisor; and James Whitt, the Contracting Officer. While correspondence regarding the competition is restricted, interested parties are instructed to direct any inquiries exclusively to the Contracting Officer, James Whitt. The solicitation for this competitive study is identified by number 283-07-0167 and falls under NAICS code 561110.
