The Department of Health and Human Services, through the Substance Abuse and Mental Health Services Administration, is conducting a streamlined competition under OMB Circular A-76 for Grants Technical Assistant services currently performed in-house at its Rockville, MD location. The study, starting May 25, 2006, and concluding by August 21, 2006, involves a cost comparison between government and contract performance of three full-time Grants Technical Assistants who support Grants Management Officers with post-award activities including start-up, monitoring, and close-out of SAMHSA grants. The objective is to evaluate the most cost-effective way to provide these services under the Streamlined Competition process specified by OMB guidelines. If the study concludes that contracting out is more cost-efficient, government personnel may be offered jobs under the Right of First Refusal policy. Key officials involved include the Competitive Sourcing Official Eric Broderick, Agency Tender Official Christine Chen, Human Resource Advisor Lenora Adams, and Contracting Officer Janet Mattson, who is the sole point of contact and responsible for communications related to this study. This announcement is not a solicitation, and no proposal request exists at this time; a solicitation will only be issued if contracting proves less costly than current in-house efforts. Any potential solicitation will be published on the Federal Business Opportunities website.
