The Department of Health and Human Services (DHHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), conducted a streamlined competition under OMB Circular A-76 to evaluate whether two Program Support Assistant/Program Specialist positions could be performed more efficiently either by government employees or contractors. This process, initiated on May 31, 2007, and completed on August 23, 2007, involved a cost comparison between maintaining the current government workforce ("AS IS" organization) and outsourcing the services. The review covered one Full-Time Equivalent (FTE) GS-303 position in the Office of Program Analysis and Coordination and one FTE GS-301 Program Specialist position in the Division of Prevention, Traumatic Stress, and Special Programs at the Center for Mental Health Services. After conducting market research and comparing contract performance costs against the agency’s current internal costs, the decision was made to retain the current government workforce as the most cost-effective option. The services involved are performed at the SAMHSA facility in Rockville, Maryland. Key officials involved in the process included Eric Broderick as the Competitive Sourcing Official, Anne Mathews-Younes as the Agency Tender Official, Lenora Adams as the Human Resource Advisor, and James Whitt as the Contracting Officer. Interested parties are instructed to direct any inquiries only to the Contracting Officer, as other officials will not respond to communications regarding this study.
