The U.S. Census Bureau plans to contract with the World Health Organization (WHO), located in Geneva, Switzerland, for access to data sets from two specific WHO surveys: the Survey of Health, Aging, and Retirement in Europe (HARE) and the Survey of Global Aging (SAGE). Under the Federal Acquisition Regulation guidelines, WHO is identified as the sole source for these unique survey data sets. The Bureau has issued a notice seeking evidence that competition could be beneficial, inviting other potential suppliers to provide proof of their capability, pricing, and ability to meet requirements by September 1, 2005. However, no solicitation or request for proposals is currently available, and the Bureau emphasizes that offers received will only be used to assess market availability before potentially awarding a contract directly to WHO. Interested parties are instructed to submit detailed technical capabilities and other relevant information via email to the Contract Specialist, Abe Kennedy. If the Bureau does not receive any affirmative response by the deadline, it may proceed to award the contract to the World Health Organization without further notification. The acquisition is categorized under NAICS code 519190 and is managed through the Department of Commerce’s Census office in Suitland, Maryland. This procurement relates to data acquisition and underscores the reliance on WHO as the exclusive provider of these valuable international survey data sets.
