This contract, solicitation number W91238-14-Q-0056, was issued by the Department of Defense through the US Army Corps of Engineers, Sacramento District, and the Hydrologic Engineering Center. The project focuses on enhancing sediment transport and bank stability features within the HEC-RAS software to better support alternative sediment management studies, such as reservoir flushing and sluicing. A primary technical objective is the improvement of Rules computations to include a Stage operational parameter that maintains a target stage at upstream cross sections, mirroring the capabilities of specific boundary conditions to compute necessary flow and gate openings. The scope of work further includes the development of a veneer-method dredging feature, the implementation of grain-class-specific advection-dispersion coefficients, and the integration of RipRoot to account for root effects in bank stability. Additionally, the contractor is responsible for technology transfer through the creation and presentation of lectures and workshops. Due to the specialized nature of the HEC-RAS source code, this action was executed as a single-source procurement under FAR 6.302-1 and FAR 13.106-1(b)(1), identifying Steven Piper as the only responsible source with the unique capabilities required to complete the tasks without incurring unacceptable delays or costs.

Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. HEC is engaged in applying unsteady sediment transport with Rules to alternative sediment management studies (e.g. reservoir flushing and sluicing). The Operational Parameters and Simulation Values used in the current rules editor were developed with other applications in mind and are not ideal for application to sediment management modeling. In this task, the contractor shall enhance the Rules computations in HEC-RAS to include a Stage (Desired/Fixed) operational parameter that will operate a structure to maintain a stage at the upstream cross section. This new rule computation shall have the same capabilities as the quote mark IB Stage/Flow quote mark boundary condition which computes flow through the structure and gate openings required to hit a target stage in the reservoir and will use logic along the lines of the Flow (Desired) and Flow (Fixed) operational parameters.
