The U.S. Army Medical Research Acquisition Activity plans to award a sole source contract to Breakaway, Ltd. for continued research and development supporting the Telemedicine and Advanced Technology Research Center's project focused on enhancing pre-deployment nursing knowledge and teamwork skills training through an immersive interactive avatar-rich virtual environment. This contract is a direct extension of a previous multi-year effort in which Breakaway developed proprietary technology integral to the training program, including a physiological engine and avatar functionality that are unique and essential to the success of the project. The original effort was competitively awarded to another organization that subcontracted to Breakaway for prototype development. The current award, valued at approximately $188,900, will cover an 18-month period to complete existing training modules and continue research critical to trauma training for military nurses, a high priority for the Department of Defense. Because of Breakaway’s proprietary technology and prior work, they are deemed the only company capable of fulfilling the government's requirements under the authority of 6.302-1, justifying the sole source nature of the contract. Although this notice is not a request for competitive proposals and no solicitation exists, interested parties were invited to submit capability statements by a specified date for the government’s consideration regarding the possibility of competition. The work involves leveraging Breakaway’s unique avatar design, virtual environments, and physiological engine already embedded within the training program, which are necessary for the efficacy and continuation of this pre-deployment training initiative.

The original funding on award number W81XWH-12-2-0026 was used to research, design, and initiate a unique process for augmenting pre-deployment trauma training for military nurses, which is a high priority for the Department of Defense (DoD) and supports medical service requirements. The original funded requirement was competitively, awarded to ODURF, which subcontracted tasks to Breakaway for assistance with prototype development. This multi-site study was approved, including the use of prototype computer-based training software for testing learner knowledge acquisition and preparation for knowledge translation to practice. The successful completion of the ODURF project is dependent on the completion of existing training modules already developed by Breakaway. ODURF has acknowledged that this project needs the incorporated environments, equipment, and physiologic engine for human/avatar functionality that are the property of Breakaway. Breakaway leveraged proprietary design functionality of avatars, environment and equipment that are essential and already embedded in the training program developed under the original award to date. The estimated value of this contract is $188,900.00. The period of performance for this contract is anticipated to be 18 months.
