Full Description

THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. Mission Installation Contracting Command, Fort Sill, Oklahoma intends to award a SOLE SOURCE to NGRAIN for the Ammunition Virtual Task Trainer requirement for Fort Sill, Oklahoma. The award shall consist of the following: The contractor shall provide professional quality products and services to the Directorate of Training and Doctrine (DOTD) Education Technology (ET) and the Field Artillery School located at the Fires Center of Excellence (FCoE) Fort Sill OK. This effort shall provide 3D models of various Artillery Ammunitions and the M109A6 and M119A2 Field Artillery weapons systems, with the capability to animate these models so that they can be used to demonstrate maintenance tasks. The effort shall include logistics support for training courses, software upgrades, contractor support and be compatible with the software already in place. The Virtual Task Trainers (VTT) shall be SCORM 2004 compliant in accordance with the version identified in 2.1.1. The VTT shall use 100% COTS software. The VTT shall include 3D models, animated tasks (to be used as courseware) utilizing the 3D models, a courseware viewer to display models/animations, and a courseware authoring application to create animations. This will be unrestricted sole source procurement. The sole source contract will be issued to NGRAIN US Corp, 100 Gateway CTR PKWY # 108, Richmond, VA 23235-5174. The contract type is a Firm Fixed Price (FFP) contract. This sole source contract will provide critical services to the USAFCOEFS. This action is accomplished under the statutory authority permitting other than full and open competition is 10 U.S.C. 2301(c) (1) as implemented by FAR 6.302-1(a)(2)(ii) -- Only One or a Limited Number of Responsible Sources, and No Other Type of Supplies or Services will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) Code is 541511, size standard $25.5 M. This proposed contract action is for services for which the Government intends to solicit and/or negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals and is posted for five (5) business. Interested persons may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written response is received, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
