The U.S. Department of the Interior, through the Interior Business Center’s Acquisition Services Directorate, is conducting market research under Solicitation Number 206-1755 to identify qualified contractors for appraisal services related to allotted land at Fort Peck in Billings, Montana, under AVIS Case Number 00217929 and Client Tract Number 206 1755. This is a Sources Sought Notice, not a solicitation for offers, and is intended solely to gather information on capable contractors, particularly Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE), as the requirement is specifically set aside for these socioeconomic categories. Delivery of the appraisal report is to be in unlocked PDF format, signed and finalized, with an addendum containing the AVSO Statement of Work, contract award pages, and provided documentation. The appraisal’s effective date must be within 30 days prior to submission unless otherwise approved in writing by the AVSO Review Appraiser, who holds exclusive authority to modify appraisal instructions. All documents and communications related to the appraisal review are classified as confidential and may not be disclosed without written authorization from AVSO. The government will conduct a comprehensive review of the appraisal for compliance with USPAP and the Statement of Work, requesting corrections within 15 calendar days of initial submission, with subsequent revisions due within 10 days. Final payment is contingent upon the Appraisal Valuation Services Office confirming the review is complete, and invoices are not to be submitted until that notification is received; payment will be processed 60 days after such notification.
