The U.S. Department of the Interior, through the Interior Business Center’s Acquisition Services Directorate, is seeking qualified Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to provide land appraisal services for a property near Chignik Lagoon, Alaska, under solicitation number KCG_26_1. This action is a Sources Sought Notice issued to identify capable vendors and does not constitute a formal solicitation or request for proposals. Responses must be submitted via email to Contracting Officer Catherine Mattocks by the deadline of May 26, 2026, at 3:00 PM Eastern Daylight Time, with the subject line “Sources Sought Notice - KCG_26_1”. Proposals are limited to four pages and must include company name, address, Unique Entity Identifier (UEI), CAGE code, point of contact details, business category identification, and a capability statement detailing relevant experience under NAICS code 531320 for real estate appraisals. The effort requires the principal appraiser to perform all work personally without subcontracting, and the appraiser must hold a valid State of Alaska Certified General Appraiser License, with temporary or courtesy licenses not acceptable. All appraisal reports must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), specifically Standards 1 and 2, and must be clearly labeled as an “Appraisal Report,” excluding restricted reports. The appraiser is responsible for furnishing all labor, materials, equipment, transportation, and incidentals required to complete the assignment. Reports must be submitted in encrypted PDF format via email, with the password sent in a separate email to ensure data security. The Appraisal and Valuation Services Office (AVSO) will review the initial report within 30 days of submission and require corrections if necessary; the final report must be delivered within 15 days of review acceptance. Payment is contingent upon final report acceptance and will be processed no earlier than 60 days after that event, with contract closeout occurring 60 days after final payment.
