The Department of the Navy (DoN), Commander, Navy Installations Command (CNIC) (www.cnic.navy.mil), is conducting preliminary planning to determine whether competitive sourcing, under Office of Management and Budget (OMB) Circular A -76 (www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) and consistent with the President?s Management Agenda (www.whitehouse.gov/omb/budget/fy2002/mgmt.pdf), is the optimal methodology for sourcing the issuance of Common Access Cards (CAC) and Teslin Cards via the Real-Time Automated Personnel Identification System (RAPIDS) presently performed by military, civilian, and contractor personnel at CNIC Pay/Personnel Administrative Support System Services (PASS) Personnel Support Detachments (PSD) and Customer Support Detachments (CSD) and CNIC Installation Security Department Pass & ID Offices throughout the United States. A tentative list of PASS PSD/CSD and Security Department RAPIDS Site locations, which are subject to further refinement under the current OMB Circular A-76 preliminary planning effort, is set forth in Attachment 1. This Request for Information (RFI), which is not a commitment by the Government to issue a solicitation or otherwise pay for the information solicited, is intended to seek industry assistance in determining whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing as the strategic sourcing solutions. Please note that this market research is a follow-on to that originally posted via FedBizOpps.Gov on 13 Jun 07 (reference number N69450-07-R-0568) in which CAC/Teslin issuance was originally included in the overall scope of the Pay/Personnel Administrative Support System Services (PASS) study but has since, for programmatic reasons, been separated as it?s own study under OMB Circular A-76. Only United States Citizens, as defined by DOD 5200.2-R, are authorized to issue CAC and Teslin Cards via RAPIDS and must undergo and receive a favorable National Agency Check with Law Check and Credit (NACLC)/Access National Agency Check with Inquiries (ANACI) prior to performing the issuance function. Interested parties are requested to complete and return via email the Attachment 2 CNIC CAC/Teslin Market Research Questionnaire no later than 4:00 PM Eastern, 3 Jan 08. E-mail responses should be sent to the attention of the Contracting Officer, Ms. Candice Borden, at candice.borden@navy.mil. If you have questions concerning this RFI, please contact Ms. Borden at 843-820-5945. Your participation in this market research endeavor is greatly appreciated and will be instrumental in assisting CNIC in making the right competitive sourcing decision.
