The Food and Drug Administration (FDA) conducted a Cost Comparison Study under OMB Circular No. A-76 to evaluate whether the agency's in-house Clerical Support Services should be outsourced to a commercial provider. The study involved a Contractor versus Government Performance evaluation, with the objective of determining the most cost-effective and technically viable option. The findings concluded that the FDA's Most Efficient Organization (MEO) provided the lowest price while meeting the technical requirements, leading to the decision to retain the function in-house under the MEO arrangement. The total price for the in-house service was determined to be $91,846,950. Following the decision, a public review period was established from February 18 to February 28, 2005, during which interested parties could review the MEO documents. These documents were accessible only at the FDA headquarters in Rockville, Maryland, and required a written request via email to specific FDA contacts. The contract falls under the NAICS code 561110, which pertains to office administrative services, and is identified by the solicitation number 223-05-9901-A-76Study. This process ensures transparency and compliance with federal regulations in determining the most efficient and cost-effective means of providing clerical support services for the FDA.
