Administrative and Technical Support for the Management of Security Assistance (SA)/Foreign Military Sales (FMS) programs under the cognizance of SPAWAR and PEO C41

The Department of Defense, through the Naval Information Warfare Systems Command (SPAWAR), issued a request for information seeking administrative and technical support services for managing Security Assistance and Foreign Military Sales programs. The objective was to gather market input to determine how best to acquire these support services. After conducting market research alongside SPAWAR's Small Business Office, it was concluded that the optimal approach is to utilize existing Major Services Acquisition (MSA) multiple-award contracts held by firms such as Booz Allen Hamilton, Science Applications International Corporation, Maxim Systems, and Anteon Corporation, rather than initiating a separate contract. Although a new contract will not be awarded directly for these services, there remain subcontracting opportunities within the framework of the existing MSA contracts. Interested parties who expressed their interest and provided market information have been forwarded to the MSA contracting officer to be included in forthcoming requests for proposals. This approach ensures that when task orders are competed under the MSA vehicles, prime contractors will be fully aware of additional subcontractor interest, facilitating potential teaming and subcontracting arrangements in support of SPAWAR and PEO C4I’s Security Assistance and Foreign Military Sales program management.
