The National Highway Traffic Safety Administration (NHTSA) is conducting market research through a Sources Sought Synopsis to identify qualified small and small disadvantaged businesses capable of performing dynamic compliance testing for Federal Motor Vehicle Safety Standard (FMVSS) No. 213, which governs child restraint systems. This research supports the Office of Vehicle Safety Compliance’s need for testing services that evaluate whether child restraint systems meet the safety performance standards, including dynamic sled tests simulating frontal vehicle impacts and FAA inversion tests, as well as inspections and reporting. Testing covers four groups of child restraint systems—infant restraints, convertible restraints, combination restraints, and booster seats—each requiring specific sled tests with various child dummies and FAA inversion tests, followed by detailed reporting to document compliance. The contract requires adherence to FMVSS No. 213 and the Office of Vehicle Safety Compliance laboratory procedures, specifically TP-213-09, excluding materials testing provisions. The government will supply test components as Government-Furnished Test Items (GFTI), with the contractor responsible for executing the testing and inspection protocols and delivering comprehensive reports. This announcement does not involve an actual solicitation, and requests for the solicitation will not be answered. Interested parties must submit capability statements by a specified deadline to the Small Business Specialist at NHTSA. The overall objective is to ensure safety compliance of child restraint systems through rigorous dynamic testing and inspection conducted by qualified small businesses.
