The Naval Air Systems Command (NAVAIR) plans to award a sole source Cost Plus Fixed Fee (CPFF) order under an existing Basic Ordering Agreement to Raytheon Missile Systems. This order focuses on the analysis and design work for the Common Unique Planning Component (CUPC) Global Positioning System (GPS) Predictor, the Autonomous Targeting Acquisition (ATA) Wizard Black Box, and related products supporting the Joint Standoff Weapon (JSOW). The contract will proceed without competitive proposals, based on statutory authority that recognizes Raytheon as the only qualified and responsible source capable of meeting these specialized requirements due to its extensive experience and history with the JSOW program dating back to the early 1990s. Subcontracting opportunities may be available, and interested parties should coordinate directly with Raytheon Missile Systems. Final contract awards will require the contractor to be registered in the Department of Defense Central Contractor Registration (CCR) database. The Government retains sole discretion over whether to solicit or award this contract, with no obligation to reimburse any incurred costs prior to award. For further information, the point of contact is LaTonya Bembry at NAVAIR. This effort is a continuation of work in the defense technology field aimed at enhancing the targeting and guidance capabilities of the JSOW, emphasizing the need for proprietary knowledge held by Raytheon.
