The Centers for Disease Control (CDC) plans to award a sole source purchase order to Rachel Pacheco, RN, based in Albuquerque, New Mexico, to support activities within the National Center for HIV, STD, and TB Prevention (NCHSTP) related to American Indian and Alaska Native (AI/AN) populations. The objective is to improve cross-jurisdictional communication, data sharing, and coordination among federal, tribal, state, and county public health entities concerning HIV, STDs, and TB in these communities. Under this contract, Rachel Pacheco will be responsible for developing written guidance, model memoranda of understanding, conducting training sessions, and providing consultation to CDC project officers. These efforts aim to facilitate collaboration between states, tribes, tribal health agencies, and other AI/AN organizations involved in prevention and control of these diseases. This sole source procurement builds on prior work Rachel Pacheco conducted under a contract with the Indian Health Service (IHS), where she provided oral consultation supporting CDC-IHS collaborative activities. The new purchase order formalizes documentation of her previous guidance for the Divisions of HIV/AIDS Prevention and STD Prevention and extends her work to include the Division of Tuberculosis Elimination. Although this is not a competitive solicitation, the CDC invited other firms with relevant expertise to submit capabilities within 15 days to help determine whether to proceed with competition. If no competitive responses are received by the deadline, the award will be made directly to Rachel Pacheco. This process is governed by the Federal Acquisition Regulation (FAR) Part 6.302-1 authority for sole source awards.
