The Naval Surface Warfare Center Carderock Division (NSWCCD) plans to enter into a sole-source, firm fixed price purchase order with Battelle Memorial Institute of Daytona Beach, FL to provide field testing of Dry Film Thickness (DFT) in paint samples using three (3) test coating systems. Testing to include measurements of an anti-fouling coating using the Standard Test Method for Subjecting Antifouling Coatings to Biofouling and Fluid Shear Forces in natural Seawater. The applicable NAICS Code is 541330, Engineering Services, and the size standard is $35.5 million. The requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304©(1) as implemented by FAR 6.302-1; only one responsible source and no other sources will satisfy agency requirements. The basis for restricting competition is for the following reasons: facility must operate in a qualified geographical test site for the evaluation of anti-fouling coating efficacy (per MIL-PRF-24647D), i.e., Sections 4.4.1.1 “tests shall be conducted in Biscayne Bay, FL or Daytona Beach, FL, or Pearl Harbor, HI.?
